Things Washington buyers should know
Washington layers county or city transfer taxes on top of the state rate. The combined burden varies by jurisdiction — confirm the exact rate that applies to your property address before signing.
How the layered rate is calculated
Washington Real Estate Excise Tax (REET), paid by seller. State graduated rate (effective January 1, 2023; brackets fixed through December 31, 2026): first $525,000: 1.10%; $525,001–$1,525,000: 1.28%; $1,525,001–$3,025,000: 2.75%; above $3,025,000: 3.00%. Local REET: most cities and counties impose an additional 0.50% (REET 1 at 0.25% + REET 2 at 0.25%), bringing the effective rate to 1.60% on sales under $525K in most incorporated areas. Agricultural and timberland: flat 1.28% regardless of price.
WA REET is paid by the seller. The progressive rate structure makes this a significant cost for Seattle-area homes — a $1M sale in Seattle triggers the 1.28% bracket on the portion above $525K. Local REET (0.50%) applies in most cities and is often overlooked. ESHB 1293 (effective July 27, 2025) created a new REET exemption for transfers to nonprofits/public housing agencies for affordable housing. A proposed additional 1% surcharge on sales above $3.025M (HB 2276) was proposed in 2025 but was not enacted.
