Maryland state transfer tax: 0.5% of purchase price, typically split 0.25%/0.25% buyer/seller when not otherwise specified. First-time homebuyer (FTHB) reduced rate: FTHBs purchasing a principal residence as an owner-occupant pay a reduced state transfer tax of 0.25% (half the standard rate) per existing Maryland law. Note: HB1410 (2025), which would have fully exempted FTHBs from state transfer tax, died in committee on April 8, 2025 and was NOT enacted — the 0.25% reduced rate remains in effect. County recordation tax (set by each county, not the state): ranges from $3.33/$1,000 (many rural counties) to $10.00/$1,000 (Baltimore City). Key county rates: Montgomery County $8.90/$1K (first $500K), Prince George's County $5.50/$1K, Baltimore County $5.00/$1K, Baltimore City $10.00/$1K. County transfer tax (additional): Montgomery County 1.0%, Prince George's County 1.4%, Baltimore County 1.5%, Baltimore City 1.5%, Carroll/Frederick counties 0%.
