Higher rate (condos/SFR where buyer is NOT eligible for homeowner's exemption — investors, non-owner-occupants): under $600K: $0.15/$100; $600K–$1M: $0.25/$100; $1M–$2M: $0.40/$100; $2M–$4M: $0.60/$100; $4M–$6M: $0.85/$100; $6M–$10M: $1.10/$100; $10M+: $1.25/$100. Rates unchanged since L 2009, c 59. Form P-64A required at recording.
This is a flat-bracket (not marginal) system — the single rate for the tier applies to the entire sale price. Seller pays. On an $800K owner-occupant sale, the rate is $0.20/$100 = $1,600 total. On an $800K investor purchase, the rate is $0.25/$100 = $2,000. No county-level conveyance taxes or surcharges exist in Hawaii.
