Hennepin County adds 0.01% Environmental Response Fund (ERF) surcharge on deed tax — effective deed tax rate in Hennepin is 0.34%. Minnesota mortgage registration tax (MRT): 0.23% of mortgage amount (Minn. Stat. § 287.035), paid by buyer. Hennepin and Ramsey counties add 0.01% ERF surcharge on MRT, making effective rate 0.24%. First $2,000 of mortgage not subject to MRT.
The deed tax (0.33%) is paid by the seller. The mortgage registration tax (0.23%) is a significant buyer cost — on a $280K mortgage: $644. This is a unique Minnesota cost not found in most states and is frequently underestimated. Note: 0.23% is the correct rate — some older sources incorrectly cite 0.115%.
